Supreme Court Feud Over Bank Fraud Investigation Plunges Brazil Into Institutional Crisis
A public dispute between Justices Alexandre de Moraes and André Mendonça over the failed Banco Master investigation has triggered an institutional crisis in the Brazil Supreme Court ahead of a contested election.

Brazil’s Supreme Federal Court (STF) has been plunged into its most severe institutional crisis in years after two of its most prominent justices, Alexandre de Moraes and André Mendonça, escalated a public feud rooted in an investigation into the massive failure of the lender Banco Master. The two justices have begun formally requesting sanctions against each other, shaking the credibility of the top court just weeks ahead of a crucial presidential election.
The public clash centers on the multi-billion-dollar bank fraud investigation into Banco Master and its former owner, Daniel Vorcaro. Justice Mendonça, who is overseeing the case, recently lifted judicial secrecy on Federal Police documents that revealed messages between Vorcaro and Justice de Moraes. The unsealed records show Vorcaro seeking advice from de Moraes and detail a contract worth up to R$131 million (approximately $25 million) between the failed bank and the law firm of de Moraes’s wife.
The dispute reflects and exacerbates the deep political divisions that have defined the Brazil Supreme Court for years. Justice Mendonça, appointed by former President Jair Bolsonaro, has been a conservative voice on the court. Justice de Moraes, conversely, became a national figure for his aggressive pursuit of the far-right, including his oversight of the case that led to Bolsonaro's conviction for an attempted coup. Mendonça has reportedly sought de Moraes's suspension for potential investigation, while de Moraes has accused Mendonça of misconduct and abuse of authority in an unauthorized proceeding, requesting his own investigation.
The escalation of the institutional crisis has immediately spilled into Brazilian politics and the presidential race. Opponents of the current government have used the allegations to question the impartiality of the judiciary, while the Chief Justice, Edson Fachin, has ordered the immediate unsealing of all thousands of pages of the entire probe to bring transparency to the proceedings. The full bench of the Supreme Court is scheduled to meet on September 15 to formally discuss the allegations regarding Moraes’s relationship with the former banker.
