The Brazilian Real and local equity markets received a signal of reduced political uncertainty from two of the country's most vital economic states today, as the latest Genial/Quaest poll showed large, consolidating leads for established, market-friendly figures in the gubernatorial races for Rio de Janeiro and Paraná. Eduardo Paes (PSD), the former mayor of Rio, leads the Rio de Janeiro first-round race with 38% of voter intentions, while Senator Sergio Moro (PL) dominates all scenarios for the Paraná governorship, according to the poll released Monday, July 27, 2026. The strong performance of these candidates provides investors with an early outlook of predictable regional fiscal and regulatory environments, a key factor in assessing the domestic political risk priced into the Brazilian stock market (IBOV) and the currency (USD/BRL).

In Rio de Janeiro, Paes, known for his administrative experience and alignment with market-oriented fiscal policies during his previous terms, holds a commanding lead, pointing to a probable first-round victory or a straightforward second-round contest. His nearest competitors, Anthony Garotinho (Republicanos) and Douglas Ruas (PL), are tied significantly behind him at 10% each in the main stimulated scenario. For investors, a Paes victory de-risks a significant part of the Brazilian economy; Rio de Janeiro is a major oil and gas hub and is one of the most fiscally challenged states, with its adherence to the federal Fiscal Recovery Regime (RRF) dependent on political commitment to austerity and debt restructuring measures.

Further south, the market-conservative base in Paraná is solidifying behind Senator Sergio Moro, who leads the first round with 39% of the vote. Moro's lead over the second-place candidate, Requião Filho (PDT), is a substantial 21 points in the stimulated scenario. Furthermore, Moro wins every simulated second-round scenario, indicating a decisive electoral path in a state that is a powerhouse for Brazilian agribusiness and industry. The clear consolidation of the conservative vote in a key southern state minimizes political friction over state economic policy, ensuring continuity in a region critical to Brazil's export-oriented sectors.

The combined leads in these two major states contribute positively to the overall political noise level, suggesting a potentially less disruptive election cycle for two of Brazil's largest regional economies, which can help lower the country's risk premium. This perceived political stability often translates into support for the Brazilian Real and can provide a tailwind for the Ibovespa, particularly for regional utility and infrastructure assets dependent on predictable state-level concessions and regulations. The Genial/Quaest poll for both states was conducted between July 21 and 25 and carries a margin of error of three percentage points. The next round of major electoral surveys leading up to the election will be critical in confirming whether these early advantages can be maintained, especially as the campaigns formally begin to heat up in the coming weeks.
