Photo of Brazil's Top Prosecutor with Banker in Major Fraud Scandal Deepens Judiciary Crisis

The impartiality of Brazil’s highest legal institutions has been thrown into further doubt following the publication of a photograph showing Prosecutor General (PGR) Paulo Gonet socializing with businessman Daniel Vorcaro, a central figure in the massive financial fraud known as the Master Case. The photograph directly contradicts Gonet’s previous public denial of a close relationship with the former banker.

The image, which shows Gonet and Vorcaro together at a private event in London in April 2024, was found by the Federal Police (PF) on Vorcaro’s seized mobile phone. Gonet, Brazil’s top prosecutor who is responsible for overseeing the investigation into high-ranking officials, had stated just days earlier during a Supreme Federal Court (STF) session that his only encounter with Vorcaro was "very brief and trivial" and took place in the presence of other authorities. Vorcaro, the former head of Banco Master, was arrested in late 2025 while attempting to flee the country after the bank's collapse in what has been described as a potential R$47.3 billion (US$9.5 billion) fraud and corruption scheme.

The revelation has amplified calls from opposition politicians for Gonet’s removal, arguing that the photo and accompanying messages—which included communications routed through an intermediary lawyer—undermine the PGR's ability to act impartially in the Master Case. Gonet has since confirmed the authenticity of the photograph but maintains that the single encounter does not indicate an intimate relationship.

The scandal’s political dimension was already surging after President Luiz Inácio Lula da Silva publicly claimed on September 18 that "five ministers of the STF" are linked either "directly or indirectly" to the Vorcaro case. The President's assertion, made without naming all the magistrates, effectively inserted the highest court—whose justices hold immense power and lifetime tenure—into the center of the unfolding corruption allegations, further eroding public trust and raising concerns about political stability.

The investigation by the Federal Police is continuing to pore over the vast amount of evidence seized, including an estimated 500 GB of data from Vorcaro's phone. While Gonet has reportedly indicated he will avoid acting on the Master Case going forward, the next step will be political: whether the opposition can muster the necessary support to initiate a formal process to remove him from his position.
