Lula’s Party Asks Brazil’s Supreme Court to Probe US Conservative Network Rockbridge Over Foreign Campaign Funding

Brazil’s ruling Workers’ Party (PT), led by President Luiz Inácio Lula da Silva, has asked the Supreme Federal Court (STF) to open a Federal Police investigation into the alleged illegal foreign financing of presidential candidate Senator Flávio Bolsonaro’s campaign, citing ties to the U.S.-based Rockbridge Network. The request escalates a political dispute into a major geopolitical issue just weeks before Brazil’s national election, centering on a network co-founded by current U.S. Vice-President J.D. Vance. Brazilian electoral law strictly prohibits direct or indirect foreign contributions to political campaigns.

The Rockbridge Network is an American conservative advocacy group, described in documents as a "political venture capital firm" that pools capital from investors to fund right-wing political projects, media, and activist groups. The group, co-founded by Vance in 2019, sought to expand into Brazil, reportedly viewing the country as the "largest conservative country in the world". Documents obtained by the newspaper Folha de S. Paulo show Rockbridge planned a Brazilian structure with high-dollar membership tiers—up to $1 million annually—intended to operate on three fronts: conservative media, youth formation, and legislative activity.

The PT’s petition, filed with STF Justice Flávio Dino, alleges that the network’s resources have benefited the campaign of Flávio Bolsonaro, the candidate for the Liberal Party (PL) and son of former President Jair Bolsonaro. The party specifically cited paid advertisements on the social media platform X (formerly Twitter) originating from foreign-based profiles that promoted Bolsonaro, suggesting these may constitute undeclared and illegal campaign donations. The complaint also pointed to an individual connected to the Rockbridge group allegedly working within the Bolsonaro campaign’s headquarters in São Paulo. Flávio Bolsonaro's campaign has denied any knowledge of the publications cited by the PT.

The decision to file the complaint with the STF, rather than the country’s top electoral court (TSE), highlights the gravity the PT is attaching to the issue, framing it as a matter of foreign interference that threatens national sovereignty. The Lula government has publicly warned against what it terms attempts by the U.S. to "colonise" Brazil and capture its resources by meddling in the election. The focus now shifts to Justice Dino, who must decide whether to authorize a Federal Police investigation into the network and the allegations of illicit financial and digital support for the Flávio Bolsonaro campaign.
