The Banco Central do Brasil (BCB), the country’s central bank, has issued a series of new rules to enhance the security and user experience of its hugely popular PIX instant payment system, while simultaneously announcing a significant delay for the launch of its anticipated recurring payment feature. The most immediate change increases the compliance risk for Brazilian financial institutions by extending the window for a recipient—such as a small business or merchant—to contest a fraudulent PIX reversal from 30 to 80 days. This move is specifically designed to combat a rising scam where fraudsters make a legitimate payment, receive a product, and then falsely claim the transaction was fraudulent to force a refund through the Special Return Mechanism (MED), often leaving the merchant with a total loss.
