Brazil's state-run innovation agency Finep has confirmed a historic R$ 34 billion budget for 2026, representing a nearly fivefold increase in funding.

Brazil’s state-run innovation agency, Finep (Financiadora de Estudos e Projetos), has confirmed an unprecedented R$ 34 billion budget available for technology and industrial innovation projects in 2026. This historic surge in public funding represents a nearly fivefold increase compared to the R$ 7 billion operated by the agency between 2019 and 2022. For international and domestic investors, this influx of non-dilutive capital could potentially lower local research and development (R&D) costs, aiming to support the valuation and survival rates of Brazilian tech startups.

To accelerate targeted sectors, Finep recently launched a R$ 220 million funding round under the CooperaMais Brasil program. This initiative specifically targets agricultural and machinery technology innovation, requiring applicants to partner with family agriculture or aquaculture cooperatives to drive sustainable productivity. Additionally, Finep’s Inovacred credit program has allocated R$ 1.5 billion for the first half of 2026. In an effort to decentralize tech growth, 30% of these Inovacred funds are earmarked exclusively for regional development in Brazil's North, Northeast, and Midwest regions.

This aggressive expansion of state-backed financing comes at a critical time for Latin America's largest economy. As global venture capital remains highly selective, the availability of low-interest, long-term public credit and non-repayable grants reduces the reliance of early-stage companies on dilutive equity rounds. In the financial markets, local assets continue to react to macroeconomic shifts, with the benchmark Bovespa index (IBOV) and the USD/BRL exchange rate closely monitored by foreign investors. Meanwhile, alternative digital asset markets in the country remain highly active, with BTC/BRL trading at 324,980 and ETH/BRL at 9,122.72.
