A proposed substitute bill advancing through Brazil’s Chamber of Deputies’ Consumer Defense Commission is set to create one of the world’s largest, government-mandated use cases for Distributed Ledger Technology (DLT) in the financial sector, pairing it exclusively with the country’s dominant instant payment system, Pix. The legislation, a substitute text for PL 3523/2025, mandates that all sports betting transactions—both deposits and prize payouts—be processed exclusively via Pix, while simultaneously requiring that every individual bet be registered on a blockchain to ensure data immutability and combat money laundering. The combination forces a new, high-volume compliance infrastructure that will significantly benefit institutional FinTech and DLT providers operating within Brazil’s regulated market.
