Brazilian President Luiz Inácio Lula da Silva has publicly called for the "complete lifting of the confidentiality" in all investigations related to the sprawling Banco Master scandal, labeling the alleged fraud the country's “biggest financial crime in Brazil's history.” Lula’s direct intervention on Wednesday, September 9, dramatically escalates the pressure for disclosure on a case that has embroiled high-level political figures and created an open feud within the Brazil Supreme Court (STF).

The President argued that immediate transparency is necessary to address the "institutional crisis that has taken hold of the judiciary," signaling that the credibility of Brazil’s institutions is at stake. What began in late 2025 as the liquidation of a smaller private lender has ballooned into a national political controversy, with Federal Police investigations suggesting a scheme that allegedly involved up to R$12 billion (approximately $2.3 billion) in financial fraud.

The crisis centers on the alleged network of former Banco Master owner Daniel Vorcaro, who was arrested by authorities following the bank’s liquidation. Investigations under the codename Operation Compliance Zero have uncovered evidence suggesting ties between Vorcaro and senior figures, most consequentially two sitting Supreme Court Justices.

The current political heat within the judiciary was triggered by one Justice, André Mendonça, who made public a Federal Police report documenting close personal and financial connections between Vorcaro and fellow Justice Alexandre de Moraes. The material, drawn from Vorcaro's seized phone, revealed alleged discussions about the investigation and a multi-million-dollar contract between Banco Master and a law firm linked to Justice Moraes's wife. Both Justice Moraes and former Justice Dias Toffoli, who initially presided over the case and later recused himself, have denied any wrongdoing or improper conduct.

Lula's demand for full disclosure places the onus squarely on the Supreme Court and the Attorney General’s Office to manage a situation that is undermining confidence in the country's legal and regulatory systems. The decision on lifting the confidentiality rests with the judiciary itself, and their response will determine whether the case proceeds with the full public scrutiny the President is now demanding, or if key elements remain shielded by legal secrecy.

What it touches

The Banco Master scandal touches directly on the integrity of Brazil’s financial sector and the stability of its regulatory oversight. The allegations of billion-dollar fraud and regulatory capture, coupled with the involvement of the judiciary, have raised concerns among international observers about the resilience of anti-corruption controls and the potential for regulatory risk in Brazil.
