Brazil’s Supreme Court Heads for Showdown Over Judge’s Alleged Links to Multi-Billion Dollar Fraud Case
Brazil’s STF faces an unprecedented vote on whether to investigate Justice Alexandre de Moraes over his alleged connection to the R$131 million Master Bank fraud scandal.

Brazil’s Supreme Federal Court (STF) is heading toward an institutional crisis this week as its members prepare for a crucial vote on whether to formally investigate one of the court’s most powerful figures, Justice Alexandre de Moraes, over his alleged links to the former owner of a bank involved in a multi-billion-dollar fraud. The central evidence is a BRL 131 million ($25.7 million) legal services contract between the defunct Master Bank and the law firm of Moraes’s wife, which metadata suggests the justice himself edited.
The confrontation comes after President Luiz Inácio Lula da Silva publicly intervened, calling the matter Brazil’s “biggest financial crime” and demanding the “complete lifting of the confidentiality” on the investigations to provide explanations for the growing institutional rift. Separately, the Federal Police (PF) has informed the STF that it is technically ready to provide identical copies of all data extracted from the cell phone of former banker Daniel Vorcaro—the principal suspect in the Master case—to all requesting ministers, ahead of the court’s extraordinary session.
The crisis stems from the collapse of Banco Master, which authorities liquidated in 2025 following allegations of a massive financial scheme, described by police as a pyramid-like structure that may have affected thousands of investors and public pension funds. The bank’s former owner, Daniel Vorcaro, who was arrested attempting to flee the country, is now at the center of the controversy after revelations of his alleged close relationship with Justice de Moraes, which includes 52 private messages exchanged between them. Crucially, reports indicate that the metadata of the BRL 131 million contract between Vorcaro’s bank and the law firm of Viviane Barci de Moraes shows the file was last edited by a user identified as "Minister Alexandre de Moraes".
The matter has devolved into an open conflict within the STF, pitting Justice de Moraes—a highly influential figure who has led politically charged investigations into anti-democratic acts—against Justice André Mendonça, a nominee of former President Jair Bolsonaro who unsealed the reports containing the explosive details. Allies of Justice de Moraes are reportedly planning to challenge the formal investigation against him on procedural grounds before the STF’s extraordinary session this week. Chief Justice Luiz Edson Fachin has scheduled a vote for Tuesday to determine whether the police report can be used to open a formal inquiry, an unprecedented move that demonstrates the severity of the scandal's impact on the integrity of Brazil’s highest court.
What it touches
The deepening judicial crisis adds significant institutional risk to Brazil’s political environment, directly impacting investor confidence in the country's governance framework. While the case centers on a specific failed bank, the entanglement of a major STF Justice with a vast financial fraud—and the resulting internal conflict—raises concerns over the stability and impartiality of the judiciary, a key pillar for legal security in Latin America’s largest economy.
