Rondônia R$ 8.4B Sanitation Auction to Test Private Appetite
Rondônia's upcoming R$ 8.47 billion full-concession water and sewage auction on Sept. 29 will serve as a key test of private sector appetite in Brazil.

The Brazilian infrastructure sector is gearing up for a major regulatory test as the state of Rondônia prepares to auction a massive 35-year water and sewage concession valued at R$ 8.47 billion ($1.64 billion). Scheduled for September 29, 2026, at the B3 exchange in São Paulo, the auction will cover 40 municipalities, including the capital city of Porto Velho, serving approximately 1.07 million people. The minimum regulatory signature bonus (outorga) has been set at R$ 567 million.
This upcoming auction is highly anticipated by global investors who trade the Brazil ETF (EWZ) or track major Brazilian ADR tickers. It serves as a critical indicator of private sector interest and capital discipline following several recent regional infrastructure bids that lacked competition. Earlier this year, sewage PPP auctions in Ceará, Paraíba, and Goiás generated single bids or were canceled due to a lack of qualified participants. However, unlike those partial concessions or public-private partnerships (PPPs), Rondônia is offering a highly attractive full concession where the operator assumes complete control over both water and sewage services, significantly reducing operational and counterparty risks.
The spotlight is firmly on major domestic operators like Aegea, which already operates in five municipalities in Rondônia and is considered a natural contender. However, industry experts note that large players have become increasingly selective, prioritizing return on capital over pure portfolio expansion. The outcome of the Rondônia auction will provide crucial data for those looking to invest in Brazil's sanitation sector, ahead of other major upcoming projects in São Paulo and Rio Grande do Norte.
On the financial markets, broad optimism supported local equities. The benchmark Ibovespa today (IBOV) closed up 2.44% at 177,547.56. Among heavily traded B3 stocks, state-backed oil giant Petrobras (PETR4) gained 2.21% to trade at 42.58, mining giant Vale (VALE3) rose 3.96% to 75.1, and financial heavyweight Itaú Unibanco (ITUB4) climbed 0.87% to end at 42.9.
