Brazilian pharmacy stocks RD Saúde and Pague Menos fell on Mercado Livre's Mexican GLP-1 deal, but analysts say strict domestic regulations protect local players.

A knee-jerk selloff hit Brazilian pharmacy giants RD Saúde (RADL3) and Pague Menos (PGMN3), following news that Danish pharmaceutical leader Novo Nordisk opened an official store on Mercado Livre (MELI34) to sell GLP-1 drugs like Ozempic and Wegovy. Shares of RD Saúde slid 2.04% to R$16.81, while Pague Menos fell 2.17% to R$3.61, as investors feared the e-commerce giant would disrupt the domestic prescription drug market. However, market analysts from JPMorgan and Citi quickly labeled the selloff an overreaction, pointing to strict domestic regulatory barriers that protect local players.

The partnership between Novo Nordisk and Mercado Livre is strictly limited to Mexico, where the online store serves as a regulated digital channel to combat counterfeit products. Brazilian investors prematurely extrapolated this move to the domestic market, fueled by Mercado Livre's recent purchase of a physical pharmacy in São Paulo and the launch of its "MELI Farma" initiative.

Analysts emphasize that Brazil’s regulatory environment, governed by the National Health Surveillance Agency (Anvisa), makes a similar marketplace model highly unlikely in the short term. Under Anvisa rules, remote drug sales can only be conducted by licensed, physical pharmacies open to the public with a pharmacist present at all times. Furthermore, the regulatory burden for GLP-1 medications in Brazil is exceptionally high, requiring physical prescription retention and strict tracking. Consequently, MELI Farma remains focused on over-the-counter products and cosmetics rather than complex prescription drugs.

This regulatory moat keeps local pharmacy chains insulated from direct marketplace competition for high-margin weight-loss medications. The broader Brazilian market closed lower today, with the Ibovespa (IBOV) down 0.68% at 172,024.12. Among major equities, Petrobras (PETR4) fell 0.89% to 37.8, Vale (VALE3) dipped 0.32% to 77.88, and Itaú Unibanco (ITUB4) slipped 0.54% to 42.18.
