Brazil’s securities regulator, the Comissão de Valores Mobiliários (CVM), is set to launch an advanced market supervision system this year that uses Artificial Intelligence (AI) and a massive data repository to detect financial misconduct in near "real-time." The move significantly transforms regulatory enforcement for financial institutions and listed companies operating in the Brazilian capital markets.

The new infrastructure is designed to consolidate market data from diverse sources, allowing the CVM to rapidly identify irregularities and acts of market abuse, such as insider trading. This shift to AI-driven supervision marks a global trend among financial regulators, known as "SupTech," which modernizes oversight by leveraging technology to handle the growing speed and complexity of financial data.

The effort is being coordinated by the CVM's recently established Financial Technology Division (DITEC), created in July 2026, which positions the regulator to address the rapid pace of fintech innovation and digital transformation in the market, including the governance of ethical and responsible AI use within the agency itself. CVM President Otto Lobo has highlighted the development of this new market supervision infrastructure and is working with industry bodies to test the AI-driven systems immediately, emphasizing the regulator’s leadership role in this technological shift.

The integration of AI is particularly crucial as the CVM simultaneously advances a pilot program for the tokenization of the capital market using Distributed Ledger Technology (DLT). The regulator plans to integrate its new AI surveillance tools to oversee this emerging infrastructure for tokenized assets, which covers registration, custody, trading, and settlement. The CVM is aiming to ensure that the adoption of DLT for financial assets, which is scheduled as a project for 2026-2027, remains under effective regulatory watch.
