The draft legislation, Bill PL 3523/2025, proposes to mandate that all bets in the regulated market be registered on a blockchain and directly linked to the gambler’s Individual Taxpayer Registry (CPF). The mechanism behind the proposal aims to secure records, prevent data tampering, and combat money laundering by ensuring all betting transactions are immutably recorded on a distributed ledger. By forcing a 1:1 match between the bettor's CPF and the Pix payment account on a blockchain, the bill would effectively eliminate anonymous play and the use of third-party accounts.
