Supreme Court Justice Flávio Dino Orders Federal Police Probe of Brazil’s CVM Over Banco Master Failure
STF Justice Flávio Dino has ordered a Federal Police investigation into the CVM, Brazil's financial market regulator, for alleged omission in the massive Banco Master scandal.

A Supreme Federal Court (STF) Justice has escalated Brazil's high-profile financial crisis into an institutional probe, ordering the Federal Police to investigate the country’s top securities regulator for suspected dereliction of duty in the Banco Master scandal. Justice Flávio Dino of the Brazil Supreme Court directed the investigation into the Comissão de Valores Mobiliários (CVM)—Brazil’s equivalent of the U.S. Securities and Exchange Commission—for allegedly overlooking signs of a massive fraud that led to the bank's liquidation.
The CVM, the main financial market regulator responsible for protecting investors and overseeing market conduct, is accused of suspected omission in its supervisory role. The core allegation, which Justice Dino is seeking a police investigation into, is that the CVM archived a detailed alert from the Credit Guarantee Fund (FGC) concerning illiquid and low-quality assets at Banco Master, valued at over R$3 billion (approximately $580 million). The move signals a serious judicial review of whether the body responsible for market integrity failed to act on red flags.
The investigation is a direct consequence of the scandal surrounding the now-liquidated Banco Master and its founder, Daniel Vorcaro. The bank’s collapse followed allegations of a fraudulent scheme that caused a massive financial hole, affecting millions of investors and dragging high-level political figures into the fray. Vorcaro, who is currently jailed, held a controversial, unlisted meeting with President Luiz Inácio Lula da Silva and the then-incoming Central Bank President Gabriel Galípolo in December 2024, weeks before the regulatory hammer fell.
The unfolding crisis has intensified scrutiny on the relationship between financial powerbrokers and Brazilian politics. Justice Dino recently indicated his view of the regulatory failure by separately giving the federal government 90 days to review the CVM's rules on investment funds and money laundering, citing the "regulatory and supervisory weaknesses" made evident by the Master case.
The Federal Police probe will now seek to establish whether CVM officials knowingly bypassed or intentionally ignored the detailed warnings regarding Banco Master's asset quality. For foreign observers, the investigation underscores the institutional risks that persist when a banking failure touches the highest levels of both financial regulation and the political system. The outcome of the police investigation and the subsequent judicial review will be critical in determining the future integrity of Brazil’s financial oversight mechanisms.
